The double diffuser concept was pioneered by Brawn, Williams and Toyota in 2009, and subsequently adopted by all the other teams after the FIA declared it was legal.Inevitable, perhaps. Fits in with the original car concept of having a rear end that didn't disturb the air behind it so much while being paired with a front end that didn't mind being in disturbed air so much.
